# Foundation

The vAPI Foundation is currently being incorporated. Until incorporation completes, Echelon Finance Ltd, a corporation incorporated in the Republic of the Marshall Islands (registration no. 127117), is the legal operator and counterparty of vAPI Network.

**What the current operator does.** Echelon Finance Ltd funds development, publishes network records, and is the network's current legal counterparty. It does not control user payment keys or hold admin keys over the token.

**Does vAPI hold my funds?** No. vAPI never holds buyer funds and never holds the keys that move them. Every payment is signed on the buyer's machine. The buyer-local wallet keeps its encrypted payment key on the buyer's machine and signs one exact authorization per call. Keep only a small working balance in it and sweep unused funds back.

**Is token governance active?** No. Stake and governance controls are not active. See [Roadmap & status](/products/roadmap-status.md).

**What is the audit status?** An audit by Hacken is scheduled; no report is available yet. See [Audits](/protocol/audits.md).
